Cloudflare's services were down, including their Turnstile captcha service which is used on the Mailman subscription pages which prevented use of the web-based subscription submission process.
As per their latest update on https://www.cloudflarestatus.com, the Cloudflare captchas on the Mailman subscription webpages are now working again.
